Directions

In a large bowl, mix together flour, baking powder, baking soda, cocoa, sugar and salt.
In another bowl, combine water, vanilla and oil.
Pour into dry ingredients and stir well.
Spoon batter into prepared muffin tin, about 2 tbsp (25 mL) each.
In another bowl, mix together cream cheese, egg, sugar and chocolate chips.
Spoon 1 tbsp (15 mL) over batter and top with remaining batter.
Bake in preheated oven for 20 minutes or until toothpick inserted in center comes out clean.
