Sharing of River Sone Water Among Indian States

The Hon,ble, PATNA HIGH COURT has issued notices to four indian states for diverting sone water to national thermal power corporation from the share of Bihar state without information to bihar GOVT.hence deprived the state and its huge populations from their right of survival,the major role played by a very big state of india is known, UTTAR PRADESH,the brief history given below;
1---The sone river is an inter state river originating from Madhya Pradesh AND traveling through,Chhattisgarh,Jharkhand,Uttar Pradesh and enters inBihar Camoor Range of Mountainsin south- west of the state and ultimately meets River Ganga in up stream of patna called DANAPUR
2--the sone water is boon for the south central and west bihar for strong paddy and rabbi crops,as well drinking water for the living populations in this area.
3--during british india,the rulers of that times realised the importance of sone river and they built up a strong irrigation and navigation system on this river and connected sone to Ganga river by digging a big canal from DEHRI TO PATNA,big boats freely moved at that time
4--the canal and head works structures constructed during 1865 to 1870 andsheepment of agriculture products started directly to west bihar to central bihar,after some times the river changed its course and presently flowing down stream of ARA a city of bihar.
5--dueto strong canal net work system bihar is one of the rich state producing quality rice in bulks ,the famous Bas Mati Rice is gift to whole country even the world.
6--under indian govt.agreement the sharing of water of inter state flowing river is based on mutually agreed formula ,that is accepted by all concerned states during peak and lean period of flow of river,if any one disagree,the constituted tribunal decide the quantity of water to each state.
7--under the agreement the bihar should get at least 200 cumecs water during lean priod for irrigation and drinking purposes but the U TTAR PRADESH GOVT. has diverted bihar share to N.T. P.C WITHOUTtaking the consent of bihar govt. since last 17.5 yrs. and deprived the poor state from its legal share of water.
8--sensing the seriousness of the matter the patna high court has taken strong steps and issued notices to all concerned states on the public petition.
9--the monsoon rain falls failure since 2007 in the bihar region and diversion of sone water to ntpc,adversely effected the paddy and rabbi cropsin the irrigated part of bihar.
10---the intervention of patna high court may restore the share of sone water to the state and it may get 200 cumecs in lean period[ 1 cumec= 35 cubic feet per sec flow of water] and will the state from water crisis.
