1/4 cup heavy cream
2 teaspoons powdered sugar

Step 1: Start by chilling a small mixing bowl and whisk. Be sure that the bowl and the whisk are ice cold before you start to make the cool whip. This will give the cool whip the best consistency.
Step 2: Add heavy cream and powdered sugar. Stir at high speed continuously, till the mixture forms stiff peaks. It is preferable to use a mixer to quicken the process, but there is a possibility this may affect the consistency.

Step 4: Set the mixture in freezer for 15 minutes, and then move it to the refrigerator until use.
